Job Description:
Ensure leadership and management at the local level of the humanitarian project, ensuring alignment with the approved proposal, logical framework, budget, and donor agreement.
Translate strategic objectives into clear and coherent operational plans across project sectors and components.
Anticipate, identify, and manage operational, contextual, and programmatic risks, including activation of crisis mechanisms when relevant.
Supervise and guide on-the-ground implementation through the project team, ensuring quality, timeliness, and adherence to humanitarian standards.
Ensure integrated programming covering Cash Transfers (CVA), FSL, Nutrition, WASH, Protection, and Faith & Development.
Lead project start-up, review, and closure processes in accordance with World Vision and donor requirements.
Ensure responsibility for budget management, expenditure tracking, and financial forecasting at the field level, in coordination with the Director of Integrated Program Development.
Ensure compliance with donor financial rules, World Vision policies, and audit requirements.
Review and approve project expenditures, advances, initiate purchases according to the approved procurement plan, and review field financial reports.
Ensure the establishment and proper functioning of robust MEAL systems.
Ensure accountability to affected populations through effective complaints and feedback mechanisms.
Promote learning and adaptive management based on monitoring and evaluation data.
Collaborate with the MEAL Manager for the implementation of the MEAL Plan and DIP.
Ensure timely submission of high-quality narrative and activity reports.
Review and validate reports produced by implementation and MEAL teams.
Ensure proper archiving of all project documentation.
Ensure direct hierarchical management, coaching, and performance evaluation of project staff.
Strengthen staff capacities on humanitarian standards, donor compliance, CVA, safeguarding, and integrated programming.
Promote a culture of accountability, collaboration, and high performance.
Represent World Vision in inter-agency coordination mechanisms, clusters, donor meetings, and government engagements.
Strengthen collaboration with UN agencies, NGOs, local authorities, community leaders, and faith actors.
Support partnership management and capacity building of partners.
Ensure compliance of all activities with safeguarding, protection, gender, inclusion, and accountability standards.
Lead prevention, reporting, and response to safeguarding incidents.
Maintain risk registers and ensure implementation of mitigation measures.
Minimum 5 years of progressive experience in humanitarian or development project management, with at least 3 years in a senior coordination or project management role.
Demonstrated experience in managing multi-sectoral projects funded by donors.
University degree BAC+5 in humanitarian studies, international development, economics, social sciences, agriculture, or related field.
Certifications in project management, humanitarian leadership, child/adult safeguarding, cash and voucher programming are an asset.
Knowledge and skills desired:
Strong mastery of project lifecycle management, humanitarian standards (Sphere, CHS), and donor compliance.
Proven skills in financial and budgetary management.
Experience in CVA and integrated programming highly desired.
Proficiency in written and spoken French.
Professional knowledge of English required.
