Health Benefits Plans Account Manager

ERS is open for business five days a week, 8:00 am to 5:00 pm, to meet customers where they need us: in person, on the phone, in their communities, and online. ERS currently offers opportunities that include flexible work schedules. ERS is seeking a Health Benefits Plans Account Manager to perform moderately complex (journey-level) program management specialist work involving health plan management for assigned programs in the Group Benefits Program (GBP). Work involves coordinating, implementing, and overseeing the daily operations of the assigned benefit programs; vendor performance management to the terms and conditions of the Contractual Agreement; providing consultative and programmatic assistance to management. Works in a collaborative team environment, under moderate supervision with limited latitude for the use of initiative and independent judgment.

Essential Responsibilities include, but are not limited to:

  • Health Benefit Plan and Vendor Management Activities
  • Governance
  • Health Benefit Plan Oversight and Compliance
  • Procurement Support Activities (Procurement Planning)

Other Duties and Responsibilities:

  • Assists with Board Rule reviews and updates.
  • Analyzes and presents the impact of program changes to Agency’s internal policy group.
  • Ability to mentor and train staff on the contract monitoring processes, procedures, and/or assigned health benefit program’s requirements.
  • Performs other duties as assigned.
  • Attends work regularly in accordance with agency leave and attendance policies.
  • Complies with all applicable agency policies and procedures, including safety and standards of conduct.

Required Minimum Qualifications:

Your application for employment must reflect how you meet each of the following minimum qualifications:

  1. Graduation from an accredited four-year college or university. Qualifying experience beyond the minimum required may substitute for education.
  2. Five (5) years of experience in vendor management, project management, account management, and/or strategy consulting (or a combination of these).
  3. Two (2) years of experience working with or administering contracts for health plans, healthcare services, or health-related programs.
  4. Two (2) years of experience proofreading and/or editing complex, non-routine documents (e.g. legal or benefit documents) for diverse audiences.

Preferred Qualifications:

  1. Three (3) years of experience with benefits operations and/or service delivery.
  2. Two (2) years of experience in Texas state procurement and contract management.

Certified Texas Contract Manager (CTCM) certification. Individuals who do not have this certification must obtain it within twelve (12) months of hire date. Must maintain valid certification for continued employment in position.
