Administrative Support Technician (Title 32)

This is a National Guard Title 32 excepted service position. This National Guard position is for an Administrative Support Technician (Title 32), Position Description Number D1436000 and is part of the IL 126, National Guard. Responsibilities As an Administrative Support Technician (Title 32), GS-0303-4/5/6, you will serve as the focal point, local authority and expert source for information in providing a wide variety of orderly room/administrative support for the organization. Major Duties include:

  • Serve as the focal point, local authority and expert source for information for all administrative functions of the unit.
  • The PCIII work includes security clearances, personnel data control, force management, officer performance reports, training requirements, awards and decorations; inspecting administrative files, publications and procedures in other functional areas; managing the preparation, publication, distribution and tracking of civilian and military travel orders; annual training, special training, and other orders, to include special authorizations and reconciles the orders process with the workday accounting program to ensure validation of orders requirements; performing and directing the preparation, distribution and accounting of all schedules, directives, maintenance orders, procedures, passports and summaries; and monitoring a correspondence and reports suspense system.
  • Develop procedures that affect administrative management and program development within the unit.
  • Identify and researches a wide variety of administrative problems to determine the best solution when there is not one absolutely correct or appropriate solution and recommend course of action to be followed.
  • Exercise skill in recognizing the dimensions of the problems and in expressing ideas in writing.
  • As Work Group Administrator provides technical support and troubleshooting for daily network operations including identifying issues and resolving problems, and documenting the problem history and solution.
  • Explain complex network concepts to non technical personnel in non-technical language.
  • Install and configure application software to run on stand-alone computers or networked systems for networked "commercial off the shelf" (COTS) software, government owned systems, and client/server networked operation systems (data set/file maintenance, established end-user client software).
  • Give briefings to new personnel on computer operations and performs demonstrations as required.

Requirements Conditions of Employment This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. This is required prior to the effective date of placement. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a trial period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. PCS expenses may be authorized.

Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence:

  1. The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  2. The SECOND area of consideration will be all current Federal Employees.
  3. The THIRD area of consideration will be all Federal re-employment eligible.
  4. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  5. The FIFTH area of consideration will U.S. Citizens.

Military Grades: Enlisted - Maximum Rank of E6 GENERAL EXPERIENCE: MUST possess experience, education, or training which indicates you have performed progressively responsible clerical, office, or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position to be filled. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-05 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. SPECIALIZED EXPERIENCE: GS-6 Level MUST possess at least 1-year of specialized experience at the GS-5 Level; experience conducting research on a wide variety of complex administrative problems; recommending solutions and courses of action for administrative functions; experience developing policies and procedures; maintain correspondence and reports; experience in the interpretation and application of regulations, procedures or law: experience using oral and written communication. GS-5 Level MUST possess at least 1-year of specialized experience at the GS-4 Level; experience performing administrative work, gathering information, compiling data and preparing reports: experience in the interpretation and application of regulations, procedures or law: experience using oral and written communication. GS-4 Level MUST possess experience performing administrative work, gathering information, compiling data and preparing reports: experience using oral and written communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Verbiage displayed on your resume or application must contain your own words. Education If you are using Education to qualify for this position, to qualify for a GS-4 Level you must have 2 years above the high school level. To qualify at the GS 5 Level you must have completed at least 4 years of education above a high school degree. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
