About PNG-Australia Strongim Wok Long TVET (SWLT)

The Papua New Guinea (PNG)–Australia Strongim Wok Long Technical and Vocational Education and Training (SWLT) program is a new Australian Government investment that will be working in partnership with PNG to strengthen its technical and vocational education and training (TVET) sector. Aligned with PNG's national priority to build an educated and skilled workforce for resilient economic growth, SWLT aims to enhance the quality, relevance, and inclusiveness of skills development. The program will work closely with TVET stakeholders and select technical colleges to grow the number of skilled individuals with industry relevant skills.

This Opportunity

As Senior Project Coordinator you will be responsible for providing cross pillar support to manage the implementation and delivery of a range of SWLT activities under the direction of the senior leadership team and in-consultation with technical advisers and partners.

You will provide flexible and adaptive project management support to technical leads across policy reform and advisory activities across the TVET and skills system. Activities will cover a diverse portfolio of technical assistance including grants, infrastructure, organizational capacity assessments, labor market analysis, gender and inclusion work, safeguards and sector coordination activities.

The Senior Project Coordinator will work under an agile reporting framework and will report to different technical leads or members of the senior leadership team at different times, depending on activity requirements.

This will include:

  • Support technical leads in engagement with Government of PNG counterparts, DFAT, technical partners and consultants to support activity design, consultation, and delivery.
  • Lead and support the preparation of Concept Notes, Terms of Reference, briefing papers, draft deliverables and other outputs from early scoping through drafting, review, approval, and completion.
  • Lead and maintain program trackers, delivery schedules, and workplans to support effective decision-making. Identify delivery risks and bottlenecks across activities and proactively support mitigation actions with technical leads.
  • Monitor alignment between approved budgets, scopes of work, and delivery progress across multiple activities.
  • Support preparation and follow-up for steering committees, technical advisory groups, coordination forums, workshops, and consultations.
  • Work with the operations focal points including SWLT Procurement and Finance Managers on activity procurement processes including scoping, scheduling and documentation.
  • Assist the technical leads and Operations Senior Coordinator with managing consultants and partners, including contract milestones, deliverable tracking, and reporting requirements.
  • Contribute to monitoring and reporting against program outputs, priorities, and agreed indicators, including dashboard and tracker inputs as required.
  • Provide responsive, ad-hoc program management and coordination support as priorities shift, new requests emerge, or activities are brought forward or deferred.
  • Understand and contribute to SWLT gender equality, disability and social inclusion (GEDSI) objectives as relevant to this role and participate in GEDSI learning and engagement as required.
  • Ensure adherence to DFAT and Palladium safeguarding standards and policies and commit to prevent harm, and commit to promoting safe, inclusive environments, including reporting concerns appropriately.
  • Contribute to office learning culture by seeking out knowledge, sharing fresh perspectives and ideas, and taking initiative in problem-solving.
  • Support SWLT to be climate friendly by thinking about and implementing ways to reduce waste and use environmental practices.
  • Understand and work in line with SWLT principles at all times.

About You

You will have demonstrated experience in:

  • Strong program management skills with the ability to coordinate multiple activities at the same time and at different stages, and with varying stakeholders
  • Proven ability to manage complex workplans and trackers that maintain oversight of activity performance
  • Demonstrated interpersonal skills to work effectively with internal and external stakeholders and act as a trusted coordination point across diverse audiences
  • Demonstrated understanding of MEL tools underpinning results monitoring frameworks
  • A practical understanding of procurement processes and financial management, including an ability to understand and analyze activity budgets
  • Capacity to support adaptive management, responding to shifting priorities and changes in direction
  • Strong skills in writing, reviewing, and being able to interpret and synthesize information readily
  • High level of organization, initiative and self-management and the ability to work across priority tasks and adhoc requests while also working collaboratively with senior, technical staff and driving progress
  • Participation and positive engagement in diverse teams, supporting a results-driven culture of learning and inclusion
  • Demonstrated commitment to the principles of locally-led, socially inclusive, politically informed and adaptive programming.
