Coordinator For Project Development

The International Telecommunication Union (ITU) is the main United Nations institution for information and communication technologies. It connects the world by managing the international radio frequency spectrum and satellite orbits, strengthening communication infrastructure in developing countries, and developing global standards that ensure the seamless interconnection of diverse communication systems. The ITU also organizes global TELECOM events, bringing together leading representatives from the public and private sectors to promote the exchange of ideas and knowledge for the benefit of all.

Under the supervision of the Chief of Project Support Division, the incumbent is responsible for providing coordination services for all projects of the Bureau of Telecommunication Development (BDT) worldwide, in accordance with prescribed deadlines, costs, and quality standards. He/she will also encourage the spirit of collaboration and cooperation to achieve results, in accordance with the rules and regulations of the organization.

Tasks and Responsibilities:

  • Coordinates the support provided by the Project Support Division to determine, develop, and approve project proposals within the mandate of the Bureau of Telecommunication Development (BDT) of the ITU. This includes facilitating in-depth and high-level negotiations with all relevant internal and external stakeholders to develop project descriptions and cooperation agreements (or other related instruments) related to national, regional, and global projects.
  • Monitors the progress of BDT project implementation, conducts a detailed evaluation of each project, and develops recommendations to address issues, challenges, and risks identified during the monitoring process. It also involves following up on the implementation of recommendations made by the Project Support Division.
  • Provides guidance to project managers and supervisors throughout all phases of the BDT project management cycle to ensure that projects achieve the expected results and are implemented in accordance with the rules, regulations, and standardized operational procedures of the ITU. He/she will work closely and collaboratively with relevant internal stakeholders, including but not limited to the Project Implementation Unit (BDT/DDIR/PPI), the regional and area offices of the ITU, the thematic areas of the BDT, and other support services provided by the Secretariat.
  • Coordinates the closure of BDT projects by guiding project managers in highlighting the results, products, and lessons learned from each project. Where possible and subject to available resources, it also involves coordinating the evaluation of selected projects by supervising the work of independent evaluators or evaluating the results obtained for each project.
  • Coordinates the identification and implementation of tools and mechanisms to support the BDT project portfolio. This includes developing relevant frameworks, tools, and systems, providing relevant project information and data to support the ITU's systems and databases, and documenting lessons learned.
  • Participates in the development of the annual BDT program on telecommunication development and prepares documents for the Advisory Group on the Development of Telecommunications (AGDT), the Council, the BDT conferences, and the Conferences of Plenipotentiaries.
  • Contributes to the coordination of telecommunication assistance for the least developed countries by identifying their needs and possible ways to address them, and implements special programs for these countries.
  • Organizes and participates in seminars and workshops within the mandate of the BDT at the global, regional, and national levels in coordination with other relevant services.
  • Performs any other related tasks as assigned.

Good knowledge of project management principles. Knowledge of the working methods of the BDT would be an advantage.

Required Qualifications:

Education: Higher university degree in telecommunications, computer science, engineering, project management, business, economics, social sciences, political science, or a related field OR training received at a reputable higher education institution, certified by a diploma equivalent to a higher university degree in one of the above fields. For internal candidates, a first university degree in one of the above fields, coupled with ten years of relevant professional experience, may replace the higher university degree for promotion or rotation purposes.

Experience: At least seven years of experience in positions of increasing responsibility in partnership, technical cooperation, and development assistance, including at least three years at the international level. A doctorate in a related field may be considered equivalent to three years of professional experience.

Languages: Knowledge of one of the six official languages of the Union (English, Arabic, Chinese, Spanish, French, Russian) at an advanced level and knowledge of a second official language at an intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Council Resolution 626, the language requirements may be relaxed for candidates from developing countries: when candidates from these countries possess in-depth knowledge of one of the official languages of the Union, their application may be considered).

Salary: The total annual salary consists of an annual net salary (after tax and before deduction of health insurance and pension contributions) in US dollars and a post allowance (cost of living allowance). Annual salary starting from $84,672 + post allowance $68,923
