Technical Assistance Advisor

The Fiscal Affairs Department of the International Monetary Fund is seeking a qualified expert for a contractual position as Technical Assistance (TA) Advisor in the Tax Policy 2 Division, based in Washington D.C. The appointment would be for a period of two years, which can be extended to four years, subject to satisfactory performance.

The TA advisor will participate in the division's delivery of technical assistance in tax policy to IMF member countries in Anglophone/Lusophone Africa, Asia, and the Western Hemisphere. She/he will be expected, after a time, to lead small teams of TA delivery. The selected candidate should have broad knowledge and experience in evaluation and design of tax policies, including VAT and excise taxes, personal and business taxes, international taxation, taxation of extractive industries, and revenue forecasting. Additionally, the candidate will actively contribute to the other work of the division, by reviewing the tax policy content of IMF surveillance and lending programs, participating in analytical projects, and liaising with other institutions engaged in work in tax policy. Extensive overseas travel is expected.

Applicants should hold an advanced university degree in economics. They should have at least 4 years of experience as tax policy experts in government, academia, or private consulting, and capacity to undertake analytical work. Experience should emphasize policy assessment and formulation, rather than transaction-oriented work or legal drafting. Practical experience in tax policy formulation for developing countries is desirable. Applicants should possess strong written and oral communication skills in English, diplomatic skills, and be able to work frequently in teams.

This is a two-year contractual appointment. Contractual appointments at the IMF are renewable for up to four years of cumulative contractual service, pending incumbent's performance, budget availability and continuous business need.
