The Department of Healthcare and Family Services, Child Support Services (CSS) - Bureau of Policy and Program Support is seeking to hire a highly qualified and motivated professional to join our Technical Support team in the role of Public Service Administrator. Subject to management approval, independently conducts research of division-wide needs as they relate to daily operations and collection enhancements with a focus on statewide database systems data-processing capabilities. Coordinates and conducts meetings with project staff and outside project participants to effect system fixes, changes, and enhancements that cross all functional areas. Develops, reviews, and analyzes system functionality to ensure compliance with business practices and state and federal guidelines. Establishes priorities and requested completion dates for projects. Serves as a working supervisor.

The ideal candidate will have excellent mathematical, communication, organizational, and analytical skills to be successful in performing the operations of the Technical Support team.

Essential Functions

  • Subject to management approval, serves as the Technical Support Unit Manager by independently conducting research of division-wide needs as they relate to daily operations and collection enhancements with a focus on statewide database systems and data-processing capabilities
  • Serves as a working supervisor
  • Coordinates and conducts meetings with project staff and outside project participants to effect system fixes, changes, and/or enhancements that cross all functional areas
  • Develops, reviews, and analyzes functionality to ensure compliance with business practices and state and federal guidelines
  • Establishes priorities and requested completion dates for projects
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses business or public administration
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization

Preferred Qualifications

  • Three years (3) of administrative experience in state and federal policy as it relates to child support and in statewide database systems processing including case structure, participant relationships and the effects of case and participant types on financial distribution
  • Three (3) years of experience working on database structures and data base relations, data base cleanup, and data reconciliation
  • Two (2) years of experience adapting business practices to new database
  • Prefers education supplemented by a Master's degree in business or public administration, with course work in areas such as economic theory, accounting and finance, organizational theory, and operations research
  • Three (3) years of experience working with staff and management professionals in planning, developing, and conducting management evaluation studies
  • Three (3) years of experience analyzing problems and developing systems of action regarding data collection techniques
  • Three (3) years of experience adopting and utilizing the concepts and techniques of operations research in developing research projects
  • Three (3) years of professional administrative experience analyzing administrative problems and adopting an effective course of action for a child support program
  • Two (2) years of experience utilizing a Statewide Database system such as the Key Information Delivery System (KIDS) or Enforcement and Paternity for Illinois Children (EPIC) systems
  • Two (2) years of experience working with and managing confidential information

Specialized Skills

  • Requires three (3) years of administrative experience in state and federal policy as it relates to child support and in statewide database systems processing including case structure, participant relationships and the effects of case and participant types on financial distribution
  • Requires three (3) years of experience working on database structures and data base relations, data base cleanup, and data reconciliation
  • Requires two (2) years of experience adapting business practices to new database
