WyoLink Principal Technician

The Wyoming Department of Transportation (WYDOT) Telecommunications Program is seeking a WyoLink Principal Technician located in Cheyenne, Wyoming. This position will provide crucial support to the digital trunked VHF P-25 WyoLink Statewide Public Safety Communications System. This position administers, maintains, and upgrades the hardware and software of the WyoLink master sites and associated radio sites to ensure maximum system availability for public safety agencies while providing system-related support to the end user.

  • Administer the WyoLink system and its users' subscriber equipment, including fault management, configuration management, performance management, and security management.
  • Use advanced and complex Internet Protocol (IP) Configuration Management & System Administration applications to optimize WyoLink servers, databases, routers, and gateways and their service to affiliated agency networks and third-party IT applications.
  • Respond to system alarms and resolve user trouble reports and emergency system re-configurations during crises. Diagnose problems relating to tele-data/microwave interconnects and/or radio frequency equipment.
  • Coordinate and monitor the implementation, maintenance, and repair of WyoLink communication subsystems and equipment, including efforts of contractors and interagency/inter-division maintenance partners. Monitor and follow up on contractor maintenance efforts and depot-level equipment repairs.
  • Consult with and advise communications system user agencies to understand their current and future needs in order to evaluate options, configure systems, and formulate operating policies to meet their requirements. Assist these agencies in the development of their fleet maps and code plugs, while making recommendations on features and benefits for their communication system.
  • Configure equipment to perform to customer requirements, enable subscriber equipment in system configuration software, set operating parameters and permissions for subscriber equipment, and use system resources to troubleshoot subscriber equipment connectivity and operational issues.
  • Program and check out subscriber radios and console systems using Customer Programming Software, and other tools for radio maintenance and alignment.
  • Measure system performance and results with specialized network software and communications tools to ensure levels of service specified in communication systems requirements.
  • Provide graphical reports to the WyoLink Support Manager to demonstrate system availability and usage, and proactively determine cause and remediation for high-usage sites.
  • Perform database back-ups and restorals.

Preference may be given to a candidate with a degree in Telecommunications, Information Technology, Network Administration, Electronics, or closely related field, plus 6 - 8 years of experience in this field, along with supervisory responsibilities. F.C.C. General Radio Operators License required within six (6) months of employment. Experience working within a digital trunked VHF P-25 communications system.

Knowledge:

  • Ability to use specialized voice and data telecommunication systems and equipment; must analyze performance, interpret/use specification sheets and technical diagrams/manuals, and network management software.
  • Broad knowledge of Telecommunications, Electricity, Electronics, Information Technology, and facilities; including telephony, data communications, integration of voice & data communication systems with computers & electronic devices, transmission media, towers, vehicle electrical, and building/facility services.
  • Advanced technical knowledge, with the ability to independently install, configure, modify, and repair telecommunications networks and equipment, and adjoining computers & electronics.
  • Advanced specialized training is needed, including TCP/IP, WAN/LAN, SNMP, hubs/switches/routers, specialized databases/servers, computer operating systems, and network management.
  • Skills in written and oral communication, include leadership, training, conflict resolution, consensus building, team building, and preparation of clear and concise records, reports, correspondence, training, and other written materials.
  • Ability to interpret, prepare, review, and edit highly technical schematics, documents, reports, and papers.
  • Ability to coordinate, organize, oversee, train, assign, and manage people, and equipment efficiently to prioritize and accomplish work; e.g., records management, inventory control, personal advancement, and training.
  • Ability to effectively manage own time and work independently and/or with limited supervision for extended periods, and to make reasoned decisions when confronted with unusual circumstances.

Minimum Qualifications:

Education: Bachelor's Degree (typically in Telecommunications) Experience: 0-3 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Senior Technical Operations Technician Certificates, Licenses, Registrations: Some agencies may require a Class A Commercial Driver's License OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Senior Technical Operations Technician Certificates, Licenses, Registrations: Some agencies may require a Class A Commercial Driver's License

Physical working conditions:

  • Regularly part of an on-call rotation (up to 50% of the time) to perform WyoLink network operations duties at all hours. Subject to call at any time 24/7.
  • May be required to travel to remote and difficult to access communication sites by special-purpose vehicle and/or on foot, snowshoes, skis, or other means.
  • Ability to work effectively alone in remote areas at all hours in all weather conditions.
  • Ability to safely pick up and carry 50 pound items.
  • Successful candidate must establish and/or maintain his/her primary residence within approximately 30 miles of the Cheyenne WYDOT facility in order to provide a prompt response to mission-critical public safety communications systems outages.
