Plan Central Program Coordinator

Incumbent oversees the construction plan management process: including distribution, coordination, correspondence, tracking, filing, and closeout.

Primary duties include:

  • Project Manager for the plan review and permitting process.
  • Managing project status, documents, and correspondence related to the entire plan submission, review, and approval process.
  • Managing multiple web-based portals for incoming plans, and coordinating all correspondence with the applicant, engineer, developer, contractor, CBU, City, and County departments, and local utility companies.
  • Tracking and issuing permits.
  • Performing preliminary project plan review to evaluate how each project should be processed.
  • Managing plan storage. This includes placing construction plan sets in hanging files, scanning documents, and saving files to correct locations in the electronic filing system.
  • Assisting with post-construction walk-through inspections, reviewing televised infrastructure inspections, issuing letters of deficiency to the contractors, and following up on any remaining issues prior to issuing the final project acceptance letter.
  • Maintaining the CBU engineering webpage. Responsible for content creation and regular updates.
  • Overseeing multiple projects to compile and analyze data to generate reports that are used for potential infrastructure improvements, sent to State and local governments regarding permitting requirements and/or Utility rates and maintain those records in multiple formats as required by law.
  • Preparing and holding pre-construction meetings with our plan review team, contractors, and developers for new projects prior to the start of construction.
  • Calculating, assigning, and reviewing monthly storm water charges for utility customers. Answering utility billing inquiries from customers.
  • Supporting review of design plans by providing calculations, mailing review letters, sizing water meters, and determining water installation credits.

Secondary duties include:

  • Responding to requests from contractors and developers for GIS maps and layers, and related information.
  • Periodically performing duties of the Utilities Technicians, as needed.
  • Assisting Utilities Engineers and other Project Coordinators in Engineering with other tasks, as needed.
  • Performing related duties as assigned.

Minimum knowledge equivalent to an associate's degree in engineering, environmental science, mathematics, or an equivalent combination of experience and training which provides the required knowledge, skills and abilities to perform the duties of the position.

Minimum experience equivalent to three years working in wastewater and/or storm water engineering, construction maintenance, and/or related fields.

Ability to maintain accurate records, prepare factual reports, perform calculations, and other related work using Microsoft Excel and Word.

Knowledge of GIS, CADD, and other job-related software.

Ability to read and interpret detailed maps and plans.

Work is performed in a modern office environment, with regular visits to project sites required. Engineering Technician will perform some duties outdoors and is exposed to a variety of weather conditions and environments. Work requires moderate physical exertion including climbing and moving in confined spaces. Incumbent frequently moves objects up to 50 lbs. in weight, including manhole lids and sandbags. Will be periodically required to work overtime and attend evening meetings.

Frequent contact is maintained with the direct engineering supervisor, department personnel, personnel from Engineering, Administration, T&D and Accounting, contractors, developers, consultants, vendors, and the general public to accomplish duties.
