The Permit Technician performs a variety of routine clerical and technical tasks related to the processing and issuance of permits. This position requires strong customer service skills and the ability to conduct business in a positive, professional manner despite frequent interruptions. Responsibilities include explaining and interpreting Town Codes, ordinances, policies, and procedures to the public, as well as distributing and assisting with the completion of permit applications. Individuals in this role frequently interact with the public through phone calls, emails, written correspondence, public meetings/events, and counter duties. The ability to use tact and persuasion is essential when dealing with citizens who may be irate or distressed. Additional duties include maintaining simple records, operating a computer, and typing various forms and logs. Once the more complex aspects of the job are mastered, the employee works independently, referring particularly challenging cases to the supervisor.

The Permit Technician will have graduated from high school/GED equivalent and have two years post secondary college or technical training in land use, urban planning, architecture, public administration, building technology or a closely related field. Two years of experience in general construction, land use or a related field, or any equivalent combination of education and experience that provides the required skills and abilities for the position.

Essential Duties & Responsibilities

  • Plan Review and Permit Approval: Review plans, sketches, and other data to approve or deny construction permit applications.
  • Applicant Advising: Advise applicants by phone, email, and in person on code compliance for building, plumbing, mechanical, and electrical codes, zoning ordinances, and related regulations.
  • Code Compliance Meetings: Meet with applicants to inform them of code compliance requirements.
  • Permit Issuance: Complete necessary forms and issue construction permits.
  • Technical Information: Provide technical information from available records and maps to field inspectors and applicants.
  • Applicant Direction: Direct applicants to appropriate staff for zoning, off-site improvements, and right-of-way dedication issues.
  • Data Entry: Enter technical data for sites, permits, or plans into computer systems.
  • Code Updates and Training: Stay current with code changes and new ordinances by reading updates, attending seminars, and writing compliance reports.
  • Public Information: Provide general zoning, building, and code information and application forms to applicants and the public.
  • Application Guidance: Guide applicants in filling out permit applications and forms, ensuring understanding of the process and requirements.
  • Basic Inquiries: Answer basic questions regarding construction codes at the counter and on the phone.
  • Permit Processing: Check permit applications for accuracy and completeness, calculate fees, and route to appropriate staff for review.
  • Application Monitoring: Monitor application progress and prepare status reports.
  • Permit Preparation: Prepare plans and permits for issuance, and issue permits within assigned authority.
  • Record Maintenance: Maintain accurate records of the permit process using filing systems and computer software.
  • Data Management: Input, maintain, and compile data on permitting activity, providing reports as needed.
  • Procedure Compliance: Ensure policies and procedures are followed in permit application receipt, routing, and processing.
  • Record Preparation: Prepare, maintain, and store records, files, and logs related to permit issuance and inspections.
  • Inspection Scheduling: Assist in scheduling field inspections and maintain an inspection activity log.
  • Coordination: Assist in coordinating the permitting process with other staff members.
  • Research: Perform research on codes, ordinances, and development issues, evaluating and recommending improvements.
  • Customer Service Resolution: Assist in resolving customer service issues, maintaining records and documentation.
  • Operational Improvement: Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively to provide quality customer service.
