Job Title: Permitting Services Manager

Starting salary to commence at $47,483 except in extenuating circumstances.

Performs administrative, technical and customer service-focused support to citizens, contractors, developers, and business owners regarding permits contractor registration processes. Plays a critical role in delivering responsive, professional, customer service both in person and by telephone.

Certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency.

Duties & Responsibilities

Serves as a primary point of contact to assist the public, both in person and by telephone, with information regarding permit applications, processes, procedures, fees, and regulatory requirements or directs them to the appropriate staff.

Reviews building permit applications, plans and supporting documentation to ensure submitted requests are complete and provides proactive guidance to applications to resolve deficiencies.

Processes, issues and monitors approved permits ensuring timely communication with applicants regarding status updates and next steps.

Serves as back up contact for the City's "One-Stop" Permit Center providing detailed information about procedures, regulations, and fees.

Coordinates plan reviews with City departments and outside agencies.

Reviews and approves spot surveys for finished floor elevation and crown of road compliance.

Coordinates contractor registrations, including the annual renewal process and verifies licensing and insurance certifications in accordance with state mandates.

Utilizes all current permitting software to perform required duties.

Accurately and legibly prepares and maintains reports, records, forms and documentation in accordance with departmental standards.

Processes and maintains records in accordance with the department's Expired Permit Policy.

Coordinates departmental record retention with City Clerk for storage, retention, and destruction of records in accordance with state regulations.

Verifies licensing and insurance certifications for contractor registrations in accordance with state mandates.

Prepares Certificates of Occupancy for issuance and communicates requirements to applicants as needed.

Stays current with all governing regulations, compliance requirements and procedural updates to ensure accurate information provided to customers.

Responsible for accuracy and timeliness of all assignments. Responsible in work to the Permitting Services Manager.

Minimum Qualifications

High school graduate or equivalent and three (3) years administrative support experience required, preferably in a construction related setting. Possess ICC Permit Technician certification or have the ability to obtain within one (1) year of date of hire. Possess a valid Florida Driver's license, free of any serious violations or ability to obtain within thirty (30) days from date of hire. Building Department and permitting experience also preferred.

Prefer knowledge of the permit application and review processes for construction licensing requirements. Ability to interact with the public in a professional, respectful manner and deal with difficult people with courtesy and self-control. Must be able to work independently of direct supervision within established guidelines and capable of sustaining regular and predictable attendance. Possess excellent listening, speaking and communication skills. Ability to complete all forms and reports legibly and accurately; and read/interpret technical documents. Possess organizational skills and the ability to prioritize and perform multiple tasks in a fast-paced environment. Ability to establish and maintain effective working relationships with co-workers, supervisors, other City employees, governmental officials and the general public.

Requires a working knowledge of the current version of the Microsoft Office Professional software suite including proficiency with Word and Excel. Must have a basic understanding of the current version of the Microsoft Windows operating system. Familiarity with Central Square Software applications based on an iSeries system is preferred. Working knowledge of the current versions of Microsoft Outlook and Internet Explorer is also highly recommended. Ability to learn specific computer applications used in the Department.

Ability to stand for prolonged periods of time, climb, bend, reach, stoop, lift, and carry items such as books, papers, etc. Ability to see; hear well, with or without aids; and speak clearly and distinctly. Reasonable accommodation will be considered for individuals with physical disabilities.

Work is primarily performed in an office environment.
