Permit Technician I

A Permit Technician I performs a variety of administrative functions, assists Building Safety, Code Enforcement, Floodplain, Grading and Drainage, Planning and Zoning and Wastewater Division customers and staff, and maintains a general knowledge of the application and permitting requirements for each Division.

Essential duties and responsibilities include:

  • Providing customer service to the public by responding to requests for information, answering questions on permit requirements and associated fees; explaining policies, procedures, codes, standards and enforcement; providing assistance to the public within the scope of authority and training; assisting the public with preparation of applications for accuracy and completeness.
  • Reviewing incoming plans and permit requests for completeness and compliance to regulations; inspecting, reviewing and processing documents according to department and division policies and procedures; accepting or rejecting applications; calculating and determining permit and application fees; approving and issuing permits. Forwarding applications and supporting documentation to appropriate staff for review and comment; providing technical information to staff as authorized and alerting staff to potential problems and issues.
  • Creating customer parcel and permit files; entering data information and documents into computer and manual filing systems; compiling and maintaining accurate and detailed records; maintaining and updating computer files regarding permits and project submittals. Researching and maintaining permit and inspection records, plans and maps; maintaining corresponding filing systems and computerized data bases; completing public records requests.
  • Scheduling inspections based on geographic location, time constraints and workload. Compiling information for inspectors.
  • Performing a variety of general office duties including assisting customers at counter, answering telephone calls, corresponding by e-mail and letters, picking up and delivering mail to the post office and distributing mail to staff, and may be required to order office supplies.
  • Receiving and processing monies; may be required to prepare and make bank or treasury deposits; may be required to prepare and distribute reports detailing financial activities.

This position has no responsibility over any types of budget. This position does not have project responsibilities. This position explains County procedures or processes and responds to public inquiries. This position creates or edits documents, internal memos, emails, formal letters and reports. Interacts extensively with employees, customers, the general public, vendors, regulatory bodies, and other groups and/or individuals and Institutions over the telephone, by email, and/or in person. Always (More than 85% in a year) with customers.

Minimum education/directly related experience required:

  • High School Diploma or GED
  • One (1) year directly related experience; or equivalent combination of education, training and experience.
  • International Code Council Permit Technician Certification or equivalent is required or must be obtained within the first twelve (12) months of employment. Must possess and maintain a valid Driver's License.

Supplemental information:

  • Knowledge required: Clerical, customer and personal service, database management, banking, cash handling processes and procedures, mathematics, and standard office applications.
  • Skills required: Critical thinking and active listening and learning, reading, customer service, problem solving, multi-tasking, time management, typing and data entry, problems recognition and solving, effective communication in written and verbal forms, writing and completing accurate reports, establish and maintain cooperative working relationships with co-workers and public.
  • Abilities required: Read and write at minimum High School level, express self through written words and orally, speak clearly and sensibly, maintain auditory attention, recognize problems, solve problems using deductive reasoning, follow orders, maintain calm demeanor in stressful situations, maintain oratory ability under stressful situations, react in a calm and timely manner, stay focused, make sense of multiple data, memorize and recall, perform mathematical operations, find directions and current locations.
  • Physical demands: Sitting for extended periods of time to write documents, records, data entry, operate computers, calculators, or other office tools. Standing for extended periods of time to attend to customers. Continuous use of computers and standard office equipment. Lifting and carrying work related material, office supplies and equipment a maximum of 25 pounds. Dexterity, hand/eye coordination for keyboards, mouse, calculators, special machines and equipment.
  • Work environment: Incumbents in this position constantly spend time in office environment and lobby customer service/reception area.
  • Safety risk exposure: Incumbents in this position are generally not exposed to safety risk. Occasionally, may become exposed to telephone verbal abuse by customers or citizens and individuals with high level of emotional distress.
  • Protective gear & safety manuals: Incumbents in this position are required to constantly follow written safety procedures and manuals relevant to the division or department.
  • Consequences of error: Potential errors can cause inconveniences to other employees, and/or delays in related work areas. Delays of services are possible.
