Program Specialist 5
The Division of Occupational Safety and Health (DOSH) is recruiting an experienced Program Specialist 5. This position sits at the center of several major initiatives underway within DOSH. Most prominently, this role leads the Adult Entertainment Initiative (AEI), a legislatively mandated program created under ESSB 6105 to strengthen safety and health protections for adult entertainment workers across Washington State. At the same time, the position provides direct supervision and operational oversight for multiple established certification programs, including crane certification, asbestos, fire-resistant materials applicator (FRMA), high hazard facilities (HHF), and charter boats.
The individual selected for this role will step into an environment that is dynamic and evolving. Regulatory requirements are changing, new systems are coming online, and expectations from stakeholders, internal and external, are high. This work requires adaptability, sound judgment, and the ability to move seamlessly from strategy to execution.
Some of what you will do:
- Serve as the statewide program expert for the Adult Entertainment Initiative.
- Lead program development, implementation, evaluation, and continuous improvement.
- Navigate sensitive and complex stakeholder environments with professionalism and emotional intelligence.
- Respond to legislative inquiries, support compliance staff, and contribute to media and policy analysis.
- Guide AEI through launch, stabilization, and ongoing refinement in a changing legal landscape.
- Supervise Program Specialists supporting crane certification, asbestos, fire-resistant materials, high hazards, and charter boats.
- Set clear expectations, coach performance, manage workloads, and support professional growth.
- Lead hiring, onboarding, training planning, and performance management.
- Balance staff needs while maintaining accountability and program outcomes.
- Jump directly into crane program system migrations and FRMA implementation.
- Identify risks, remove barriers, and maintain service continuity during transitions.
- Coordinate across DOSH programs to ensure alignment with policy, law, and operational standards.

Required: One of the following:
- A Bachelor's degree and four years of related experience*
- A Master's degree and two years of related experience*
- Eight years of related professional experience*
And the ability to take action to learn and grow. The ability to take action to meet the needs of others.
Desired: Supervisory experience. Experience managing certification, licensing, or compliance-based programs.
