Senior Consultant Institutional Library Development

This position is full-time, state-funded (funding is expected to continue indefinitely unless otherwise noted), and hybrid. Extended hours during the evening or on the weekend may be required due to business needs. Approximately 25% of travel required within the State of Colorado for meetings, training, and site visits. Driving Required (Please see description under Conditions of Employment). A Remote (Home) office is required. Required to report to the work location per business needs.

Position Summary: The Institutional Library Development Office, as described in Colorado Revised Statutes 24-90-105. This senior consultant works with multiple state agencies responsible for adult prisoners, residents, patients, and youth in detention and educational facilities to ensure institutional libraries that support their agency's missions to educate, treat, and transition residents to Colorado communities. The position reports to the Institutional Library Development Director.

Major Duties and Responsibilities:

  • Lead youth and adult institutional library-specific projects and initiatives in the areas of technical services (acquisitions, cataloging, processing, collection development and management, integrated library systems maintenance) and technology.
  • Participate in and support projects and initiatives specific to institutional library staff learning and development, access services, user services, administration and planning, budgets, policy, procedure, and accreditation.
  • Collaborate with and advise facility managers and staff of Colorado Department of Education, Colorado State Library, Colorado Department of Corrections, Colorado Department of Human Services, Colorado Library Consortium, Colorado community libraries, and other state and national library and correctional organizations to provide library staff and services that meet statutory requirements and institutional library standards.
  • Develop, promote, and apply policy, standards, best practices, and assessment measures for institutional libraries.
  • Assess institutional libraries; report on the effectiveness of programs, collections, and services; and provide resources that support and encourage continuous improvement.
  • Coordinate, design, and conduct professional development to address stakeholder staff training needs.
  • Collaborate with stakeholder agency staff to establish a library staff allocation that meets institutional library standards.
  • Advise stakeholder agencies on recruitment and retention of qualified library staff.
  • Plan library design and services for new and expanding institutions to address library deficiencies.
  • Develop and continuously monitor library collections in multiple institutions.
  • Establish system and/or branch collection development plans; acquire and recommend acquisition and deacquisition of materials to comply with the plan.
  • Prepare budget requests for Institutional Library Development and stakeholder agency funding based on assessed need and availability of multiple state and federal grant funds, general or other state funds, education and school district funds, and resident welfare funds.
  • Seek and engage in continuing education and professional development applicable to institutional libraries and librarianship.
  • Other related duties as assigned by the supervisor.

Minimum Education and Experience Requirements:

  • Master's Degree or equivalent from an NCATE or ALA-accredited institution in Library Science, Educational Technology/Media, or Information Science.
  • A minimum of three (3) years of professional library experience, including at least two (2) years of experience managing or consulting with institutional libraries.

Qualifications for Success in the Position:

  • Evidence of broad knowledge of library principles and practice that impact policy relevant to libraries applying an institutional, public, or school library model: collection development and management, including selection, acquisition, and intellectual freedom; processing materials, including classification and cataloging; use and management of an ILS; program development; accessibility; reference service; reader's advisory service; planning, evaluating, and reporting on library services; user privacy; and searching online databases.
  • Proven experience developing and conducting effective training for library staff.
  • Demonstrated ability to collaborate as a member of a team and frequently to serve as project leader without supervisory authority over team members.
  • Evidence of organization, flexibility, a high tolerance for ambiguity and change, and the ability to juggle multiple demands.
  • Highly persuasive written and oral communication skills to successfully promote libraries in non-library agencies.
  • Ability to justify and manage multiple budgets, keeping detailed, accurate records.
  • Intermediate to advanced proficiency in Microsoft Office programs (primarily Word, Excel, and Outlook), the Chrome environment (primarily Drive, Gmail, Sheets, and Docs), and the administrative functions of at least one professionally recognized integrated library system.
  • Able to identify and implement technology and software to meet the changing needs of stakeholders
  • Able and willing to travel extensively in Colorado.
  • Able and willing to successfully complete background investigation, drug screening, and any training required by stakeholder agencies to ensure ongoing access to secure facilities.
  • Strong written and verbal communication skills.
  • Strong attention to detail (proofing work, spelling, grammar, formatting, etc.).
  • Demonstrated ability to effectively balance quality of work and productivity expectations.
  • Demonstrated ability to effectively collaborate with internal and external customers (e.g. school districts, other CDE units).
  • Demonstrated ability to prioritize and organize work to accommodate and meet the changing needs of the department and meet deadlines.
  • Demonstrated ability to take initiative and exhibit a proactive approach to work.
  • Demonstrated ability to identify problems and recommend solutions prior to the standard being jeopardized.
  • Demonstrated ability to work independently, as well as on a team.
  • Ability and willingness to travel.

Preferred Qualifications (Preferred/Not Required): Experience in the following is preferred in the order listed: in an adult or youth correctional facility library; consulting or supervisory experience with multiple libraries; in a public library; in a school library.

Conditions of Employment (Required): Must be willing and able to submit to the pre-screening process and pass a background check. Ability and willingness to independently determine, obtain means, and complete required travel (25%). Work extended schedule per business needs. Report to work location per business needs. Sign the acknowledgment form that this position is funded through state funds and is subject to availability. Driving Required: To ensure the safety and efficiency of CDE operations, certain positions are designated as "Driving Required." These positions are required to safely operate a motor vehicle or a State of Colorado Fleet motor vehicle to complete the travel requirements. These positions are subject to a Motor Vehicle Records (MVR) check and a valid driver's license requirement if it meets the following criteria: Travel Threshold: The position requires business-related travel at least 20% or more of standard working hours; AND Operational Necessity: The travel requirements cannot be reasonably or efficiently met by alternative transportation (e.g., public transit, ride-sharing, or rail) due to: Significant travel distances or out-of-state requirements. A high frequency of stops at multiple locations throughout the workday. The need to transport equipment or travel to areas where public transportation is unavailable or impractical.
