Position Summary/Class Description

Provides direct administrative support to the Child Support Establishment, Enforcement and Legal Units. CLASS DESCRIPTION: Performs intermediate technical level administrative support work under general supervision from an administrative or technical superior. Work typically involves performing clerical and secretarial work, such as data entry and document management, file maintenance of secure and confidential records, and public contact and service. Work may also include accounting clerical tasks such as bookkeeping, keeping of financial and other important records; preparing vouchers for payment; documenting and depositing cash receipts; and controlling, recording, and storing data. Work at this level may also include independent responsibility for a routine clerical process.

***Please note that this position falls within a collective bargaining unit and is represented by AFSCME Local 3085, Local 3888, or Local 1810. ***

Essential Duties and Responsibilities

#1 Court Legal Processes:

  • Prepares and reviews petitions for contempt and show cause orders.
  • Coordinates hearing dates with the circuit court.
  • Monitors cases for service.
  • Files requests for defaults for establishment and modification cases using MDEC.
  • Files requests to re-issue when necessary.
  • Monitors case for MD rule 2-507 notices and filing motions to defer dismissals when appropriate.
  • Serves as Back-up to the court Liaison and assists in preparing cases for court in the absence of. As the backup, there are times when attendance to court is necessary to take payments, testify, and provide information from CSMS and prepares subpoenas as requested by counsel for the agency.
  • Generates and electronically files requests for order of defaults.

#2 Clerical Process:

  • Reviews modification requests to determine if all required documentation has been provided and makes determination if the case is to be moved forward, based on Agency's established procedures.
  • Manages and maintains files referred from the Legal, Establishment and Enforcement units, as the result of a modification of the court order or a case re-open.
  • Sends all necessary correspondence to the parties and / or the out of state jurisdiction.
  • Sends/emails modification packets to clients. Correspondence with clients to retrieve modification packets back in complete format.
  • Upon attorney review and provided feedback, mails modification letters to customers indicating approved or denials by the attorney.
  • Updates appropriate log and scan documents to S Drive.
  • Logs and tracks complaints out for service. Primary tasks to include receiving new court orders, modified orders, pro-se orders then scanning them to the case, pulling case files to back them up and assigning those orders appropriate to establishment or enforcement workers.
  • Follows up on unserved contempt and modification complaints/petitions by locating the unserved party to have them re-issued.
  • Generates and completes the NCP's genetic testing packet that is forwarded to the case specialists in the Establishment Unit if applicable.

#3 Case Maintenance:

  • Monitors legal unit's proxy email and forwards/uploads documents to the appropriate worker.
  • Processes mail in CSMS and assist in obtaining and requesting High School Verification Forms.

#4 Administrative:

  • Prepares and edits correspondences, reports, charts, forms, graphs, schedules, and other assigned related clerical and support services as needed which includes but not limited to working the front desk and or/front desk at the courthouse.

Minimum Required Education/Experience

High School diploma or GED and three (3) years of related experience, or equivalent combination of education and experience. PHYSICAL DEMANDS AND WORK ENVIRONMENT: Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. LANGUAGE SKILLS, MATHEMATICAL SKILLS, AND REASONING ABILITY: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
