Building Inspector

Responsible for reviewing applications and planning for all building permits, responding to questions, and providing assistance to all applicants. Within the County Building & Land Use Department, the Building Inspector shall process all applications for building permits in conformance with the Las Animas County Land Use Code as well as the adopted International Building Code, International Residential Code, International Mechanical Code, and International Energy Efficiency Code, as well as other standards and resolutions adopted by the County governing construction in Las Animas County by performing the following duties:

  1. Reviews applications and plans for all building and land use permits; responds to questions and provides assistance to all applicants.
  2. Inspects all aspects of new construction, improved construction, and land-use projects in all unincorporated areas of the County.
  3. Provides guidance to builders/contractors to avoid or correct deficiencies in construction.
  4. Maintains records of actions regarding inspection and deficiencies using a County provided record-keeping device.
  5. Monitors the County for building or land use infractions and enforces all County land use and building regulations.
  6. Attends public and professional meetings as necessary.
  7. Greets and works with the general public in a professional and courteous manner.
  8. Reviews and analyzes changes in state or federal regulations to determine effect on county regulations and make modification recommendations to County Regulations to keep in compliance with state and federal regulations.
  9. Maintains database of all permit applications, inspections, infractions, and complaints using devices provided by the County.
  10. Prepares written reports and other documents relating to assigned responsibilities.
  11. Operates a county-assigned vehicle in a safe and prudent manner in conformance with Motor Vehicle rules of the State of Colorado.
  12. Interacts positively with the general public and other county personnel in the performance of his/her duties, utilizing common courtesy and teamwork.
  13. Maintains the ability to read, analyze, and interpret blueprints, maps, plot plans, technical procedures, county building and land use codes, and government regulations.
  14. Maintains the ability to write reports and business correspondence.
  15. Maintains the ability to effectively present information and respond from contractors, commissions, and the public.
  16. Maintains the ability to establish and maintain effective working relationships with superiors, fellow employees, and the general public.
  17. Performs other related duties as required and assigned.

Qualifications:

Language Ability: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

Math Ability: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills: To perform this job successfully, an individual should have knowledge of word processing software, spreadsheet software, internet software, project management software, database software, and contact management systems.

Education/Experience: Associate's degree (A. A. / A. S.) or equivalent from a two-year college or technical school; or four to six years related experience and/or training; or equivalent combination of education and experience considered.

Specialized Training: Five (5) years of experience working in the construction field preferred.

Certificates and Licenses: Colorado State Driver License. Must possess or obtain, within one year of hiring, a Residential Building Inspector Certification from the International Conference of Building Officials.

Equipment: Building Inspector shall be required to use personal safety equipment while making inspections or while on designated work sites, including safety footwear, hard hat, safety glasses and such other safety clothing when conditions require.

Knowledge, Skills, and Other Abilities: Knowledge of the proper use of tools and equipment in conformance with commonly accepted building trade practices, safety rules and regulations, and safety work plans for all tasks and trades involved in construction. Knowledge of various types of construction techniques and materials used in construction trades. Knowledge of building trades as well as mechanical systems, electrical systems, and plumbing systems. Knowledge and understanding of the interaction of the economy, land use activities, transportation, and community needs and interests.
