Job Title

You will serve as an advisor to the Program Manager, Deputy Program Manager, Program Control Manager and other senior level personnel on matters related to the development of acquisition plans, policies, procedures, and reporting for IT systems.

You will translate operational needs into Acquisition Strategies and Acquisition Plans; Contract Management: Support contract administration activities and support the evaluation contractor performance, reviewing deliverables, and managing risks.

You will be responsible for a full range of acquisition-related activities to include leading support personnel and collaborating with internal/external representatives to develop, review, staff, and process acquisition documentation.

You will lead the coordination and/or development of Interim Progress Reviews (IPR), briefings, program charter, program acquisition documentation requirements for program milestones (MS) reviews, milestone approvals, solution/risk analyses etc.

You will oversee, manage, and/or develop acquisition documentation (artifacts) throughout the programs' acquisition life cycle(s), to ensure requirements are met for each milestone.

You will develop and/or articulate the program's position on DoW and DON acquisition policy reforms as well as interfacing with higher level Navy staff offices on acquisition matters.

You will articulate the program's position on OSD and DON acquisition policy reforms, as well as interface with higher echelon levels, NAVWAR, and DRPM on acquisition matters.

Requirements:

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for APS jobs must serve at least one year at the next lower grade level.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Knowledge of program and project management principles, practices, and theories and skill in interpreting and synthesizing portfolio/program cost, schedule, performance and technical/program risk.

Education: This job does not have an education qualification requirement.

Additional information: THIS IS A DIRECT HIRE ANNOUNCEMENT. RECRUITMENT IS FOR ONE POSITION TO BE ADVERTISED FOR TWO DUTY STATIONS; SELECTION WILL BE MADE FOR EITHER DC OR CHARLESTON SC. This position is eligible for ad-hoc/situational telework at the discretion of management.
