You will serve as the Technical Director in support of the PMW 790 Tactical Shore and Expeditionary division within PEO C4I. You will apply risk management principles and use earned value management tools and techniques to manage cost, schedule and performance for assigned program(s). You will demonstrate expertise with systems of systems (SoS) engineering with a solid understanding of Navy networks and communications. You will work with the inter-service and interagency and SandT communities, and will be responsible for identifying viable Research and Development technologies and transferring them into programs of record. You will effectively lead, integrate and coordinate disparate functional groups and develop a cohesive team capable of successfully handling complex problems encountered, plan, evaluate and continually monitor program execution to understand. You will be responsible for engaging with Joint and Industry partners, and emerging technologies supporting networks and communications across Industry and Department of Defense. You will communicate program information across the PEO and other relevant organizations to facilitate leveraging opportunities, and assess near and far term requirements and technology advances in relation to PMW goals and objectives. You will coordinate industry and Department of Defense activities, Assistant Secretary of the Navy organizations, OPNAV, Program Executive Offices, Program Management Offices, Naval Information Warfare Systems Command, NAVWAR Information Centers, etc. You will possess an understanding of systems engineering and a level of knowledge of network engineering, communications engineering, cybersecurity, and DevSecOps environments. You will be knowledgeable in using Cloud services and software containerization technologies.
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Expertise with systems of systems (SoS) engineering with a solid understanding of Navy networks and communications, experience working with inter-service and interagency S&T communities, and identifying viable Research & Development technologies and transferring them into programs of record. Desired knowledge areas include working and implementing DevSecOps environments, Cloud Services, Virtualization/Containerization, delivering Cyber Secure environments and infrastructure, engagement with Joint and Industry partners, and emerging technologies supporting networks and communications across Industry and Department of Defense.
