Program Manager, F-35 Enterprise IT Services, F35

As the Program Manager (PM) will provide overall leadership, management, and technical direction for the F-35 Enterprise IT Services contract supporting the F-35 Joint Program Office (JPO) and associated mission partners. The PM will have full authority and accountability for program performance, contract execution, customer engagement, and mission outcomes. The PM serves as the Government's primary interface and is responsible for delivering integrated enterprise IT, cybersecurity, infrastructure, application support, and DevSecOps services that enable secure and reliable operations across the F-35 enterprise. The PM will lead a multidisciplinary workforce and ensure all services are delivered in accordance with contract requirements, DoD cybersecurity policy, and mission priorities while maintaining cost, schedule, and performance objectives.

In this role you will:

  • Provide overall leadership for all contract activities supporting the F-35 enterprise IT environment.
  • Establish program governance structures, performance metrics, and reporting mechanisms.
  • Ensure delivery of services aligned to contract objectives, mission priorities, and service level requirements.
  • Lead integrated program management activities including planning, staffing, execution, and performance management.
  • Serve as the primary point of contact with Government leadership including the F-35 Joint Program Office and supporting organizations.
  • Provide regular program reviews, executive briefings, and performance updates to Government stakeholders.
  • Coordinating closely with Government technical leads to ensure services align with evolving operational requirements and mission priorities.
  • Oversee delivery of enterprise IT services across multiple service areas including:
    • Network and infrastructure operations
    • Enterprise service management and service desk operations
    • Cybersecurity operations and RMF compliance
    • Cloud and hybrid computing environments
    • DevSecOps and software sustainment support
    • Application hosting and sustainment services.
  • Ensure integrated delivery across service areas to maintain operational continuity and mission readiness.
  • Implement program performance monitoring processes including service level management and continuous improvement.
  • Ensure compliance with contract performance metrics, service level agreements, and quality standards.
  • Manage program risks and implement mitigation strategies to maintain operational stability.
  • Manage program financial performance including cost control, forecasting, and resource allocation.
  • Ensure compliance with contract requirements, reporting obligations, and program governance processes.
  • Coordinate with subcontractors and partners to ensure aligned execution and performance.
  • Lead a geographically distributed technical workforce consisting of engineers, cybersecurity professionals, system administrators, developers, and program support staff.
  • Maintain staffing levels and workforce capabilities necessary to meet contract requirements.
  • Foster a collaborative and mission-focused culture emphasizing accountability, innovation, and operational excellence.

Minimum Qualifications:

  • Bachelor's degree in engineering, Information Technology, Computer Science, or related field related to the job description listed above.
  • 12+ years of working experience supporting DoD programs, including enterprise IT, cybersecurity, or mission systems.
  • 5+ years of working experience in program management experience leading complex technical programs.
  • 8140/8570 IAT Level II or higher certification
  • Demonstrated experience managing large multi-disciplinary teams supporting mission-critical defense systems.
  • Experience managing programs involving enterprise infrastructure, cybersecurity operations, and application services.
  • Active Secret Security DOW clearance which requires U.S. Citizenship and a successful background check to include fingerprint checks and drug screenings
  • This role requires up to 25% travel, remote telework opportunities will be based on customer requirements and the ability to provide onsite support for a minimum of 3 days per week, each week.

Onsite days in Crystal City/Arlington, Virginia office may increase to provide onsite support up to 5 days per week to support the needs of the customer. Exact days in office and at the customer site must be coordinated with customer and approved by your Serco Manager.

Preferred Qualifications:

  • Master's degree in engineering, Information Technology, or Business Administration related to the job description listed above.
  • 15+ years of working experience supporting DoD programs, including enterprise IT, cybersecurity, or mission systems.
  • 10+ years of working experience in program management experience leading complex technical programs related to the job description listed above.
  • 8140/8570 IAM Level III or higher certification, Certified Internet Systems Security Professional (CISSP).
  • Cisco Certified Network Professional (CCNP) or equivalent professional networking certification.
  • PMP certification or equivalent program management credential.
  • Experience supporting large aviation or weapon system programs such as the F-35 or other DoD acquisition programs.
  • Experience managing enterprise IT environments with hybrid cloud and DevSecOps practices.
  • Experience implementing ITIL-based service management frameworks.
  • Active Top Secret DOW security clearance
