The mission of Clark County Jail Services is to promote and maintain public safety through effective correctional and reentry practices. The purpose of the Clark County Jail Reentry Program is to connect incarcerated people releasing or who are likely to release to the local Clark County community with resources to increase desistance behaviors and reduce recidivism. This position will not begin until 2025 and is subject to final approval of grant funding. This is a 2-year project position. The role of the Medicaid Implementation Coordinator (MIC) is to develop and implement the Reentry Demonstration Initiative through the Washington Health Care Authority (HCA) within Clark County Jail to provide Medicaid-eligible incarcerated persons with specific services 90 days prerelease to ensure successful reentry to the community. This will require developing infrastructure for literal services, information management via a new, universal electronic health record, collaboration with internal and external stakeholders and the creation of Medicaid billing and reimbursement processes. The MIC will coordinate funding applications, staffing recommendations and presentations regarding the proposed program.
Currently, the Reentry Demonstration Initiative requires jails to provide "case management, medications for alcohol and opioid use disorder and a 30-day supply of medications and medical supplies at release." Additionally, the HCA strongly recommends "medications during the pre-release period, lab and radiology, services by community health workers with lived experience and physical and behavioral health clinical consultations." In June 2024, Clark County Council unanimously voted to enroll Clark County Jail Services in Cohort 1 of waiver implementation. Upcoming project milestones include a capacity building assessment, budget recommendations and a readiness assessment with the goal to "go live" for services by July 2025. A high level of self-direction, organization and work efficiency is a requirement for this classification. The position is exempt, non-represented and may require periodic nontraditional work hours. Education and Experience:
The degree must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education, and official transcripts will be required at the time of hire. A degree is preferred or some combination of coursework and experience, or else extensive related professional experience, is acceptable for consideration for this position. Knowledge of: Medicaid funded programs, Medicaid billing and Medicaid funded programs, project management, including planning, scheduling, monitoring, and problem solving; care coordination; case management techniques; effective correctional and reentry practices; mental health, substance use disorder and co-occurring disorders; ethnic, cultural, and social issues related to provision of services to persons with legal system involvement; impact of trauma on behavior and trauma-informed care; human behavior, social systems, and their interactions; corrections principles and the application of evidence-based methods and practices to improve outcomes of program clients; counseling techniques, serving diverse persons in the context of a professional relationship; federal, state, and local regulations governing provision of social and health services; managed care organizations; professional and ethical standards and practices relevant to program clients; effective community engagement strategies; local social service networks; trends and practices within specialized area; principles and practices of public sector organization and program operations; methods and procedures of budget development and justification; application and interpretation of County, state and federal laws and regulations relevant to the program area; analysis and evaluation of policies, procedures, public information, and service delivery issues; local and state lawmaking processes; research methods and techniques; trends and practices within the specialized area; and personal computer applications and usage.
Ability to: Effectively plan, direct, and delegate program components; delegate responsibility and authority to carry out policy directives of the governing authority in an effective and timely manner; write clear and concise reports, memoranda, and letters; analyze problems, identify alternative solutions, project consequences of proposed actions, and formulate recommendations; utilize various PC applications at an advanced level; interpret and explain policies, procedures, laws, and regulations; establish and maintain effective working relationships with the public, other governmental jurisdictions, contractors, and other County staff; ensure efficient use of public resources; work in a secured and/or partially secured environment (jail); operate within an established chain of command in a paramilitary organization; embrace the mission, vision and values of Clark County Jail Services.
