Natural Resources Specialist Opportunity

Join TCEQ! We bring passion and drive to carry out our mission of protecting our state’s public health and natural resources. As part of TCEQ’s Office of Water, you would contribute to ensuring clean and available water and protecting Texas’ water resources.

This position is a member of our Water Supply Division. Here’s what you’ll be doing:

  • Provide technical assistance and guidance for the Plan and Technical Review Section of the Water Supply Division of the Texas Commission on Environmental Quality (TCEQ) regarding the development and implementation of programs associated with drinking water state and federal rules and regulations.
  • Plan, coordinate, organize, and oversee activities and special projects for the section and ensure that deadlines are met.
  • Coordinate responses to management, agency staff, stakeholders, and the public related to drinking water technical matters and ensure responses to public inquiries and requests are completed and submitted in a timely manner.
  • Assist the Section Manager in the oversight of projects and tasks to ensure that deadlines are met.
  • Develop and maintain tracking systems for deliverables. Coordinate with appropriate areas within the division and other agency programs.
  • Assist section management team in the planning and evaluation of the section’s budget and contract.
  • Assist with legislative and federal activities and initiatives and assure compliance of rules and regulations and represent the section in external meetings, as assigned.

Qualifications:

Key qualifications:

  • Experience overseeing or reviewing the work of technical staff.
  • Experience implementing a regulatory program requiring the development of rules, Standard Operating Procedures (SOPs), guidance, etc.
  • Experience working with public drinking water programs and/or drinking water state and federal rules.

Required education experience qualifications:

  • A bachelor’s degree from an accredited college or university, with a major in a natural or physical science, engineering, environmental studies, or related field, plus six years of full-time experience in environmental activities.
  • One year of full-time experience in the field of environmental activities may be substituted for each year (30 semester hours) of the required education.
  • A master’s degree from an accredited college or university in the degrees listed above, or related fields plus five years of the required experience.
  • A doctorate degree from an accredited college or university in engineering, science, environmental science, or related fields plus four years of the required experience.
  • Two years of full-time experience as a Natural Resources Specialist IV at the TCEQ.

Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business Commerce Code Section 117.001(2). Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Natural Resources Specialist V state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Natural Resources Specialist V series.

Work Schedule

Standard business hours are M-F, 8:00 a.m. - 5:00 p.m. Individual and work group schedule determined by the TCEQ Water Supply Division.
