Job Summary:
Performs routine to moderately complex clerical work throughout the permit process.
Essential Job Functions:
Demonstrates fluency with construction terminology and practice. Answer calls from citizens, contractors, architects, engineers, developers, and other City Departments. Route calls to the correct departments Manage Permits, reviews plan for completeness, and routes through the approval process. Calculates and Collects fees for plan review, state surcharge, and permits. Manages Residential Building, Electric, Mechanical, and Plumbing inspection outcomes. Manage permit routing of denials and requested information in order to expedite issuance of permits. Contacts permit applicants, architects, engineers, and developers once approved to issue. Correspond with Departments in order to issue permits in a timely manner. Reviews and approves compaction test for soil density. Enter Fire Department permits and collect associated fees. Enter information for the Fire Department for approvals as needed. Schedules inspections for Building, Mechanical, Plumbing, and Electrical. Issue Certificate of Occupancy documents. Manage and enter contractor information into the New World System. Answer FOIA requests. Verify property liens. Work with short-term rental permit applicants to answer questions and collect inspection fees. Verify services are approved and have been paid before issuing permits. Work with Garland County Department of Emergency Management to verify applicants are approved for addressing and flood plains within the County. Manage previous permit system by looking up archival information for Neighborhood Services. Account accurately for funds received daily for finance department. Manage Underwriters Laboratories (UL) listings for sign permits and approved final inspection/verification before installation of sign. Research delinquent business owners to collect for A&P. Verifies with Garland County Department of Emergency Management and County Flood Plains that any County documentation is approved to issue County plumbing permits. Train others on software and duties and responsibilities of position.

Qualifications:
Education and Experience: High school diploma or equivalent, including or supplemented by courses in general commercial and clerical subjects; and three (3) years in general office, clerical, and public contact work with some supervisory responsibilities; or any equivalent combination of education and experience. Licenses or Certifications: None. Knowledge, Skills and Abilities: Expert knowledge of construction terminology and methods. Working knowledge of modern office practices, procedures, and equipment. Working knowledge of business English and arithmetic. Working knowledge of basic computer programs and operation including specialized permit management software. Skill in the use of standard office equipment. Ability to collect money and to balance receipts on a daily basis. Ability to establish and maintain effective working relationships with administrators, officials, other employees, and the public. Ability to maintain clerical records. Ability to understand and carry out verbal and written instructions. Ability to make computations and calculations with speed and accuracy. Ability to interpret mapped information.
